You're better off spending your money on on-page optimisation than buying links because;
- This time next year, and the year after that too, your on-page optimisation will still be there and working for you. Compared to paid links that are annually renewable, after the first year it'll be free!

- Externalise CSS style sheets.
- Validate the page. In fact, validate all the pages.
- Have your keyword/phrase in the file name, hyphenated.
- Have your keyword/phrase in the title tag.
- Have your keyword/phrase in the meta description tag.
- Have your keyword/phrase in the inbound anchor texts.
- Have your keyword/phrase in at least one outbound anchor text.
- Have your keyword/phrase in an H1 tag on the page.
- Have your keyword/phrase in the text, liberally. Don't go mad though.
